State spending on education will grow fastest in a decade

State spending on education will grow fastest in 2 024 in the last decade. According to Minister Tomáš Drucker, the budget of the public administration takes into account key projects aimed at improving the quality of education at all school levels. These include financing support measures for pupils, ensuring year-on-year growth in salary expenditure for teachers and professionals, addressing the shortage of educators in some regions, as well as introducing performance contracts with universities.

The expenditure of the Ministry of Education, Science, Research and Sport will increase by EUR 669 million to EUR 4.029 billion year-on-year, representing almost 20 % nominal growth compared to the 2023 budget. Adding funds from the EU budget, the Slovak recovery and resilience plan and the co-financing of EU funds, the chapter of the Ministry of Education will have a total of EUR 4.287 billion available next year.

“I have described thequality of education in Slovakia as a national tragedy. If we want to tackle it, education must become a social priority not only in speech, but also in action. The 2024 draft budget is the first step towards making changes in education deliver real results,” stressed Minister Drucker. According to him, the 2024 budget for the education sector is not perfect, but also described it as “satisfactory” in view of the necessary consolidation of public finances.

In the area of regional education funding, the government draft budget takes into account the impact of salary indexation for educators and professional staff since September 2023, financing support measures for pupils, increasing the energy costs of schools, or higher state contribution to the purchase of textbooks. A novelty in 2024 will be the introduction of a regional remuneration mechanism for teaching and professional staff (EUR 60 million), which aims to address teacher shortages in some regions and in selected careers.

The biggest change in the financing of higher education will be the introduction of performance contracts with public universities. They aim at a gradual transition to funding based on the performance and quality of the performance of individual schools. In 2024, an amount of EUR 47.3 million is earmarked for performance contracts, which universities will receive in addition. The higher budget of the education sector will also include more than EUR 25 million to fulfil the tasks of the National R & D & I Strategy.

The Ministry of Education, Science, Research and Sport of the Slovak Republic launched almost four dozen projects aimed at improving the quality of education in Slovakia and the efficiency of its funding in connection with the implementation of the Programme Declaration of the Slovak Government.
