Publication of progress report on the development of the European Education Area

On November 18, the European Commission adopted the progress report on the European Education Area and its achievement by 2025. This document looks at the ongoing work and progress towards EU-level targets.

On November 18, the European Commission adopted a report detailing the progress made on constructing the European Education Area (EEA) by 2025. This area would lead to no barriers to learning and ensuring everyone has better access to quality education. The report dove into the ongoing work and progress towards EU-level targets. Specifically, it examined actions such as strategic policy initiatives across all education sectors, EU-funded projects, expert groups, and measures to make the Erasmus+ and the European Solidarity Corps more inclusive. Member States have all committed to the European Education Area and these actions reinforce the initiatives taken by Member States.

The report also took note of the impact of the Covid-10 crisis and the impact of the Russian war against Ukraine as refugee learners and teachers were welcomed. It highlighted the joint national and EU commitment helping respond to these challenges swiftly and effectively.

The report is composed of four parts:

Alongside this report, the European Commission also published the Education and Training Monitor 2022 which is an integral part of the EEA. Its comparative report and 27 in-depth country reports indicated that early trends towards several EU-level targets are positive. Overall, early school leaving is declining, tertiary educational attainment and participation in early childhood education and care are on the rise. However, there is a need for systemic longer-term efforts to improve equity in education and tackle teacher shortages with new EU-level indicators in both these domains helping to drive the policy debate.

Following on from this report, the European Commission will dedicate 2023 to a mid-term review process and draw lessons and build momentum for the period leading up to 2025 when it will published a full report on the achievements of the EEA.
